cant join chat room

I have created a chat room with jabber and the room has 0 occupants,

then i try to send "Presence" to this room with some user;

<presence to="333@conference.mydomain.com/380933536553" id="9F17E140-CB82-4040-B94D-932887FA053D.1"><x xmlns="http://jabber.org/protocol/muc"><history maxstanzas="50"></history></x></presence>

and then i check the occupants again and its still 0.

what am i doing wrong?
